You may have some troubles to get cheap weaps from the black market mate. I mean, in Europe we've got MOTHER RUSSIA for ~50€ AK-47. What about you?

How about you get it in parts and then assemble it yourself?
Blade can be made by using any ordinary grinding wheel and right drilling.
So see if you find someone outside your country who can disassemble the blade and handle and then send you both in different packages.
And assemble them yourself.

Amadren: Hey all, I got a pretty nice balisong in a "flea market" (google trad here) for ~2€. I started playing around with it and I'm already pretty much addicted to it. Today I went to my favorite gunsmith but they cost around 300~350€ each. I'm looking for a cheap online store with good knives but not too expensive (~20/30€).
Je comprends pas pourquoi tu viens demander ça ici, et comment tu n'es pas capable de chercher ça tout seul sur internet avec des mots-clés simples, mais tu as par exemple la coutellerie tourangelle.
