At the checkout, you can choose to get the game as a gift. You can either send it to the person you want to get it or if you want to give it away later, you can send the code to your own e-mail adress.

Note that the price may be different when you buy it as a gift code though. When you normally get a region discount (I think it's the case for several games in Australia), you will have to pay the base price instead.

It doesn't. The gift will have the higher price.
Well, that's inconsistency :/ However the reason is quite obvious.
