It's pretty clear to me of what's the fantasy when I read the paragraph in the screenshot you posted. Which specific part of the paragraph isn't clear for you? Though, I'm not sure how else to rephrase it…

The price indicated in the store is what you pay to buy the game for yourself. I gather that games are cheaper than normal in Belarus. But if you buy as a gift regional discount doesn't apply, so the price goes up to the regular RoW price. That way GOG doesn't need to region-lock gift codes.

exactly - buy for yourself get your regional price. Buy as a gift get the "world price" - easy as that

Isn't it an amazing coincidence how the screenshot happened to be cut in a way that that wouldn't display it was being purchased as a gift?

Because it's very obvious that it's being bought as a gift in the current image.

Do you really think the OP cared to read that blurb over the list of purchases?

You know it would only appear if it was a gift and so do I. But if he knew he would realize cropping the gift checkbox out wouldn't be enough.

As it says in the screenshot, you were trying to gift the game. For gifts the price is the max between the USD price and your regional price.
