Regarding GOG gift keys.

May seem like a silly question, but will there be a restriction on the key ON the recipient's email address?

No, the key is not bound to the recipient's email address in any way. You could enter your own email address, retrieve the key from there, and pass that on in any other way. (This is frequently done for trading.)

(Do note that if the person buying the game benefits from regional pricing, a gift version would revert back to the 'main' price. Also sometimes discounts don't fully apply when gifting the game.)

I'm afraid I'm not getting it. What does "revert back to the 'main' price" mean? Unless I have wallet funds that GOG can charge the difference from, what can happen.
I guess I haven't given much though about this possibility.
As I understand it, if you benefit from regional pricing, and buy a game as a gift, you'd have to pay the regular (non-regional) price (so the price changes upon ticking the "gift" checkbox).

I don't think the Netherlands ever benefits from regional pricing, so I haven't seen this happen in practice, only think it happens from picking up talk about it in the forums (so I guess I could even be wrong about it happening).
