Tales of Monkey Island.
I'm a huge Monkey Island fan (but only 1 & 2 :P), so I figured I'd get it automatically, but even at a 90% discount it costs $3.49, and the reviews don't seem THAT great, so I'd probably get lots else first if I was spending that on just one game.
Never? Don't think there are any that I'll never buy, but with my computer becoming increasingly outdated I see no reason to get any of those big Kickstarter RPGs anytime soon, or (HAHA) Witcher 3. I've also come close on numerous occasions to buying Interstate 76 (including this past sale), but I keep hesitating because it sounds like the game is a pain to get running well.

Full Spectrum Warrior. I got Ten Hammers when Nordic left, tried it out, and frankly the game is not particularly fun. SO, I probably will not get the original. The rest are feasible depending on my mood and funds.
If I go to my "new" wishlist I see Dark Matter there.

I'm not buying that

I love that series to death, and I really liked Tales. It's not as quite as good as the first three, but way better than Escape. A lot of fun, wacky ideas, very well written. Then again if you did not like Curse of Monkey Island (my favourite of the series) you may see this one differently too :D

I remember playing the first FSW a long time ago, and that I liked it a lot. I recently played Ten Hammers, and I don't know if it was me or the game, but I could not even get past the first mission. I could not get the soldiers to do what I wanted them, they kept being killed in silly situations... I don't know if I just suck at it now, or if this one is just so much more sloppy than the first one.

Hard to say for sure. I tend to scrub my WL during major sales and GAs. I do think there's 4-5 I kinda know are unlikely.

It's one thing if I won't buy a game because the discount isn't steep enough or it's a tight month, but if it's at the price I had in mind for buying and I just don't care enough to spend the money, off it comes.

I think in Phc's recent "guess and win!" GA I ended up scrubbing 3-4 games. Sadly, at the same time I added 6. So, you know. Clearly going in the right direction!

Kingdoms of amalur is mostly fun, but they made the combat power move way too powerful (and some of the dungeons are repetitive). But for $5-7 including all the DLC content, (and the two DLC areas are very well done imo) I think it was money well spent even on a tight budget. Inquisitor I haven't finished but mostly enjoy - it's a good story. Combat controls could be better but it's value is in being an adventure/police story masquerading in the ARPG genre. The RPG elements allow for some good customization, though combat is a pissah at times even on easy.

I tend to clear it every year or so as I re-look at the things on it.

I like to buy after the hype. I tend to maximize my enjoyment that way.
I have 20 on my wishlist, maybe half that I will definitely buy later on. Some to replace physical copies. Others I toss there if they look interesting. I periodically go back through the list and cull out ones that I decide later on I don't want to bother with.

It's the first WWE game to grace PC in quite a while but unfortunately it features a roster that I mostly don't care about and one of the series' main calling cards (the Create A Wrestler feature) has been neutered as far as I can tell. I may pick it up on sale one day but I'll stick with MDickie's wrestling games for the foreseeable future.
WWE has been toned down. Many match types that are in the game in story modes are not available for online play or exhibition modes. Create a Wrestler has been toned down, but the ability to create and ad your own art assets means you can really bypass much of that limitation. The loss of the create a finisher is what hurt me the most. I've been playing career mode and built my guy up incredibly, but it got boring pretty fast. And as you would expect, online is filled with hackers and people with small self esteem who use any advantage they can to win as quickly as possible, from unbreakable submissions to OHKOs.
