When I trying launching World in Conflict: Soviet Assault it just doesn't even attempt's to launch and sits there doing nothing, I've tried verifying, launching as admin, even uninstalling and reinstalling the launcher but to still nothing is working, and it was working on my old computer which makes it even more frustrating

Did you check PCGamingWiki. Specifically the "doesn't work but worked on my old computer" suggests it could be the high thread count problem, depending on your current CPU.

Compared to that of your previous computer, your current processor might have quite a few additional cores (which this game is known to have issues with).

As noted within this link, you may wish to download, copy and paste the contents of the mentioned archive into the game installation directory.

Otherwise, you may attempt to disable cores within the BIOS configuration menu of your motherboard.

If none of the above is of use, please provide details of your current system (operating system, graphics card).
