Tried to reinstall, run as administartor, nothing helps :(

It could be server down problem but it's only a stab in the dark.

Issue persists for a week already, so It doesn't seem to be server down problem.

Probably it started after some update, but i'm not sure.

obviously not well..... guess you never picked up a book with Shakespeare..... but then he didn't put pictures in his works so what was I thinking?!? couple of things to try...
1 turn off for 2 min your Antivirus, and try to open Galaxy, if you connect, create an exception in your antivirus.
2 see if windows antimalware is running, if it is temp turn it off and try to run Galaxy.

Something ON your computer is preventing Galaxy from comunicating to the host, I run galaxy and had the same issue the first time I tried to open it.
