Will GOG be supplying "The Council" for sale, a narrative adventure genre by studio Big Bad Wolf in the future?

If you would like to see the title on GOG the best you can do is vote on the community wishlist:
https://www.gog.com/wishlist/games/the_council

Also you may ask the developers if they are planning on bringing the game to GOG and express your interest in a GOG release.
