HereForTheBeer: Kinda sorta maybe Mount and Blade games? If you stretch your definition to include them as RPGs. Doesn't fit the tactical bit, and you only have full control over yourself.
But a lot of fun!
The Mount & Blade games are definitely RPGs, but also a very different kind of RPG in that regard. I have to agree though that they would seem to fit the bill in terms of the requirements stated by the OP though. I forget how large you can make your party, but if memory serves correctly it could grow to 10 or more NPCs in your party over time, so long as your leadership was good enough to hold the party together as it got larger and had people with varying ideas of how things should be done. I only put significant time into the original Mount & Blade game though. I tried Warband out as it is the one that everyone raves about, and while it did seem to have cool improvements over the original game, I found the controls to be a bit wonky from what I was used to in the first game, and the game as a whole was much slower and had stability/graphics issues on my system that I was never really able to resolve. In terms of overall gameplay though, from what I've seen of all the M&B games they are all party-based RPGs in FPP/TPP focused on tactical combat.
Additionally, there is the up coming Kingdom Come Deliverance RPG which seems of a similar nature to the Mount & Blade games, and also the upcoming Mount & Blade sequel - Bannerlord. There's another game that totally escapes my mind at the moment that might qualify as well. If I think of it I'll add it here later.
