Sounds like either something from the Homeworld series (especially given the timeframe) or possibly Star Wolves. Steam has a remastered version of , while GOG has [url=http://www.gog.com/game/star_wolves]Star Wolves.

Many people seeking half-remembered games here are fuzzy on details. And I've seen several successful guesses (in similar threads) which have ignored or broken one or more aspects of the posted description. So don't take it amiss that folks are suggesting games that don't fit your constraints perfectly. A guess that you might consider ill-suited might spark a memory in someone else here. Not me, though, I'm afraid. My memory is pudding.
If there are connected turrets, that sounds a lot like Moonbase Commander.
Outpost 2? It's a longshot though.

The first game that crossed my mind was Starscape, but it took me some time to remember that name, also it's more of an actiongame than a strategy one.
