The purchase page says there is a windows version but when I bought it and went to download there no windows version available.

That being said it's not entirely uncommon for newly released games to have certain offline installers missing due to certain mishaps. It will probably get sorted soon™.

I just bought it and interestingly, you're correct. There definitely exists a windows version though. Just wait a short while.

Was it possibly accidentally set on a different OS? Someone was asking about a PKG file not long ago and asking for help...

That's a different issue... sometimes when you select Windows installers, the DLCs will default to Mac instead until you reselect Windows again. Mildly annoying. I've downloaded a couple of wrong DLCs like that...

Update: the Windows installer exists now.
