Yes. I think you can also buy cheaper sets on Amazon. I also see them in catalogues from time to time.

I'd actually love to have one but I suck so much at regular chess I doubt I'd ever play it.

You're looking at it. He's doing exactly what he intends to achieve:
Absolutely nothing whatsoever other than being a general annoyance in any way he possibly can short of performing an actual scam.
He can act decently at times, but only if he perceives the person as being equally bent on idiocy as he is (which is why he followed Kleetus around like a puppy for some time until Kleetus decided to ease up on his behavior) or if the person seems to be defending his behavior (which usually only occurs if they haven't witnessed what he can be like).
