Are unofficial fan game translations (to some local langauges) supported by GOG?
Or they are still in conflict with game rights?

There are sites which publish these free fan translations, so it would be relatively easy to intergrate them to GOG game.
Games are sold based on agreements with the publisher so I doubt they'll sell anything not greenlighted by them, so I would imagine fan translation would be fine, *if* the publishers provided or ok'ed them. So GOG would be the wrong place to ask.

That's of course for providing them as part of the store somehow. I see no immediate reason why links to them on the subforums would be an issue, unless the source was questionable maybe. Assuming they're only language files of course, and not modified version of the entire game.

They have to be complete, competent, and certifiable.

If you know of a source, it wouldn't hurt to point towards it.
I was looking at czech translations:
There's page cestiny.idnes.cz containing lot of czech translations of classic games

for example Indiana Jones 4 and the Fate of Atlantis:

It's not entirely impossible.

There are some games which have a Russian translation in the extra downloads, and I believe those translations are taken from pirate releases. I can be wrong about this, somebody who knows can correct.
so I've quickly tested czech translation of Indiana Jones 4 and Fate of Atlantis on GOG version and it works.
I think it could be added as extra downloads to the game itself.
