As far as I know youre still not allowed to sell the game in Germany (the uncut version I mean), I could be wrong though.
Which is pretty weird since the GOTY-version of Fallout: NV is uncensored for us germans.
Edit: Since a couple months you´re allowed to buy Mortal Kombat X as a german, while games like Saints Row 2 are heavily censored (just wanted to point out how dumb our rating and banning system is :) ).

So if you buy the original game without DLCs you`ll get the cednsored version, but if you buy the game version that contains the DLCS too, you`ll get the uncensored version!
Weird? Yep, that`s Germany!!!!

Concerning the ratings, they're heavily based on luck in germany, it depends on who tests the game and big publishers often just try it again if they don't like the result until they get a rating they like.

Many GOG games apparently have some Steam dll leftovers etc, but they don¨t prevent those games from being sold on GOG.

I guess it mostly becomes a question whether the publisher thinks it is a good idea to release the game without Steamworks functionality, more so than that there are difficult technical obstacles preventing it.
