Both 2K and Gearbox are known in having various collaborations with Valve. The main reason behind games like Civilization and Borderlands is Steam servers, as those games were on Gamespy. Most likely they have exclusivity deals, as those games use Steamworks for multiplayer. So it would be a little bit odd to buy an GOG game but to have to use Steam if you want to play it online.
2K is a publisher, therefore they are obliged by law to being asshats.

Also, if it was only 2K that has a problem with GOG/DRM Free it would be easy to solve.
If I knew I would say but I don't so I can't.

They haven't signed a deal with GOG yet; that's all. Same as the former problem with Deep Silver and Paradox having DRM-free games on other sites first, before eventually coming to GOG. My advice is to be patient. Who knows? Maybe 2016 will be the year of Take-Two Interactive.

Does anyone know if there are games on steam that the dev allows a drm free download for if you own the game on steam like Klei does for Don't Starve?
