i'm on 76mb fibre and i get the correct speed. in some cases, it is throttled by gog servers. if you issue is with all downloads, consider buying a better wifi card.
With lots and lots of neighbours and wireless being all the rage nowadays, using wifi in my home gives me a fantastic 30% speed (of theoretical maximum at the worst hours) a mere three metres away from my router, probably due to too much traffic in the air. The ethernet cable is good for the big downloads.

In the USA, I think you shold have access to good servers but try to avoid heavy traffic hours. Which those are for you, I cannot tell. Here it gets bad in the afternoon and stays that until after nine.

I usually have the full speed of my internet connection (150 mbps = 18 MB/s) around the clock.
