Many years ago, I think it was 2003 or 2004, I played a PC game about a police special force squad.

Only thing I remember is that you could play as a big, bald guy with a yellow moustache and a shotgun. I think it had quite cartoonish design over it. It was not an FPS game, you saw the characters from above, then you clicked on the guy and led him where you want him to go etc. Just like in Commandos.
