And yes, this is the exact same build as STEAM...with only a slight modification...Steam/Capcom added STEAM DRM a couple years back. It's the same coding...nothing else has changed. Thus why this fix works on GOG without the modified STEAM hex codes after the DRM update.....but, you'd have known that had you actually read the whole guide yourself at that steam link.
Instead of being grateful that I took the time, you bitch and cry. LMAO Cry me a goddamned river. lol
Here's a link for the already modified .exes if you wanna be lazy.....oh, and cry more.

And to answer another question that was asked.....no, you simply cannot lower your monitor's res to 1080 and have the game work. That's why I keep referring to native res.
2 - the problem was simply you didn't posted a link to the original source of the thread were you found the solution (this is a total disrespect : always indicate the source of your findings...)
3 - because of the Steam DRM : the executable couldn't be modified : sorry if my wording in point 3 wasn't very good (English isn't my native language) : so it is the same version (same code) but with the problem i just mentioned. Hence users need to downgrade to the "previous version" and furthermore the different offsets aint the same. Obviously GOG's users ain't concerned because the executable is the older one (which could be modified).
4 - i didn't said lowering the resolution will solve the problem : i simply said running the game with a native screen resolution (i thought it was clear) above 1080p will create this issue.
5 - as i mentioned : right now the issue was reported to the support with the link of your solution (this thread) and the steam thread.... so if you think i'm ungrateful : you are totally wrong. And you miss totally the point : reporting to the support is necessary because NOT every users is fine by using an hex editor... but this is another matter ... you could consider such users are stupid / lazy or whatever, but the game should run right out the box since its part of the preservation program whatever the resolution. And on this point i'm agree : GOG probably didn't tested well enough the game.
Keep your arrogance for yourself....and i'm not ignorant and for the sake of this thread i will no more post into it.
