I was happily buying keys to gift a few days ago, but just in the closing moments of the sale I tried to do this and it said my account was not able to buy a gift until so many days after making a $10 purchase... I thought perhaps it was because my cart was rather large, so I tried with only one game and it said the same thing... just thought it was weird that out of the blue suddenly there was a gifting restriction?
