This happens a lot with controllers plugged in when starting certain games. But you mentioned you tried everything so I assume you've unplugged any already.

Good info to have. You wouldn't happen to have a wired mouse to try as a replacement, just in case the game is acknowledging the wireless one as something it shouldn't?

In regard to the controller - whether you were going to use it or not (and in the scenario where you had one connected at all), often just having one connected to a port on the PC will cause certain games to spaz out like you're describing.
Disable or unplug all USB devices except your keyboard and mouse. This typically happens when the game detects a non-controller device as a controller. This includes cameras, speakers, microphones, etc.
This might be a little late, but the site PCGamingwiki suggests that a possible solution to this problem is to create an empty joypad profile. From the https://pcgamingwiki.com/wiki/Dead_Space#cite_note-13:

Spinning camera • Link
These will also fix the camera/reticule being pulled to the top left during turret sequences, like the tentacle grab or asteroid defense sequences.
Create an empty joypad profile
Go to %USERPROFILE%\Documents\Electronic Arts\Dead Space\.
Create an empty text file called joypad.txt.

Hope this helps.
