Does the game come with the Creation Kit? Seems odd not to include modding capabilities for a Beth game, and since Morrowind and Oblivion each come with their respective construction sets. Any chance of getting the CK @GOGdevs?

Please note that the DRM-Free version of The Elder Scrolls V: Skyrim - Special Edition does not include the Creation Club feature. The entire Creation Club content (74 items) is included in The Elder Scrolls V: Skyrim Anniversary Edition

You will need a Steam account to get the Creation Kit, but it's free.

Creation kit and creation club are totally different things:
the creation club is an online shop for some mods, which is not needed on gog, since the anniversary edition update installer is the complete creation club mods, without the now useless shop..
the creation KIT is a toolkit used to create or modify mods, notably the creation kit is usefull to port oldrim mods to skyrim se/ae (only the esp, for meshes, textures and animations, you need the cathedral assets optimizer).
So no matter what, even on gog, the creation kit is needed for mod creators.

So no, it's not the same thing.

Creation kit is not needed, and in fact many modders decided to make note that their mods did not use the creation kit when Beth changed their EULA to say they owned everything created with it.
You either need to download it on Steam or via Bethesda launcher (downloaded from Bethesda.net). But I agree with paladin181 that it's not necessary to create mods. Besides, you will need to apply CreationKit Fixes to make it somehow useful.
