I don't have much experience but I can share my experiences for what I used.

Audocity I believe is the best program to manipulate sound. You can't actually create music with it but you can alter an existing sound any way you like.

To create actual music, I used FL Studio.

It was recommended by one of my friends who earns his life creating music. And it was quite easy to work with too. I needed a program to create music for my private needs and I managed to do that with FL in just 2 days. The result was very satisfying despite I had no music background.
