Okay, so I used to play this comp game as a kid. I used to play it in 2005-10ish, but I think it was as early as 1997 or so, idk.
It was similar to the old "JumpStart" edutainment games. The disc had a yellow background, and had this owl-lookin guy in a lab coat(hair like Doc Brown from Back To The Future, and had big circular glasses,) and I think he held a wand/pen out towards the camera i.e to you when you looked at the disk. I think it was like the Monopoly Man's pose, but with the wand in the hand coming towards you, not off to the right. The game I'm looking for in particular did the alphabet, mainly as a point n click to navigate, with little minigames for each letter.
The same company also made one which I know for sure had "Preschool" in the title, and it consisted of like 6 mini games you could play, and was set in the jungle- one minigame was about painting with a parrot narrating, another minigame was a dress up/ counting one with that had little toy soldiers(like old-fashioned, tin looking ones) and was ran by a hippo.

The games were similar in gameplay to Math Blaster and that, but I just can't remember the name.

Everytime you loaded the alphabet one, it had the guy from the disk(owl-dude) and he would come up at the bottom corner of the screen and ask you to type in your name, and the letters you typed would appear on a large chalkboard behind him.

I've done extensive looking, and I'm 90% it wasn't a Jump Start game(I haven't seen it listed anywhere, but who knows, maybe it was overlooked, you know?).
My dad threw out a bunch of old stuff recently, and I am terrified to think I lost some of my childhood in the trash. Help pls.

Sending good vibes!

I don't know the game but you should know that these things come full circle. Once upon a time my parents were always throwing out my old stuff, and now twenty-five years later, I'm throwing out all of their old stuff! :D

"No mom, you don't need this anymore. To the dump it goes!"
Have you tried a search at mobygames.com?

This is the first website I visit if I can't recall a game exactly.
a good start in your case is https://www.mobygames.com/genre/sheet/educational/

Sorry, that wasn't it. But, the idea for going through MobyGames' database is a good one! I'm working through, slowly but surely. Thanks anyways!

That description definitely rings a bell or two...though I think, the owl I think of, had a monocle instead of glasses...?

Attached my "memory-owl" (sorry, I'm no artist ;o) ) and another "professor owl" that kinda fits your description.

And just for the fun of it:
