Not clear on your meaning: are you using Galaxy and installing the game, or just DLing the install files themselves from the website?
If you still have the downloaded installation files then you can skip the step of downloading it again.

I'm guessing that the installation makes entries into your Registry, so you'll likely need to uninstall the current copy in order to clear those entries and reinstall it in the new location. Don't just delete the installation folder - use the uninstall process.
Be sure to keep your saves though, if you don't want to lose your progress.
There are actually many games that allow what you have in mind - moving the entire installation folder to a new location even a new computer and have the game still working without having to actually re-install it. Sometimes you have to run the game at least once with administrator rights so it can make required registry entries, but sometimes even that is not necessary. But as I don't own The Witcher 3, I have no idea if it would work in this case.

yes, i am useing gog and installing on a new pc. but then decided it might run faster if I install it to the ssd instead of the regular hardrive.

Okay, not sure about Galaxy, as I don't use it, but I think you can do it. Note what HereForTheBeer said above, and you may have to rescan with Galaxy to get it to show up on the client again. Perhaps a Galaxy user can give you more info.

Exit Galaxy if it is running, move the entire game directory hierarchy to its new location, then start Galaxy. The game will vanish from the installed list because Galaxy can not find its files where it last saw them. Go into your game library and find the game, then do a manual import of the game and point Galaxy to the folder where you have the game located. Galaxy should detect the game files and import the game without any problems. It may or may not download a very small amount of data after communicating with GOGs servers to sync up, but this is usually only a few megabytes tops.

This generally will work with any GOG game. No you do not have to edit the Windows registry or any files or do any other manual dicking around, it pretty much just works with anything.

Hope this helps.

Thank you for the advice. But as I said i am basically.....computer stupid.. so I guess I will have to re download to keep it simple. Crap, been downloading for 17 hours and still have 8 gigs to go. O well, it is what it is. At least I will play for a while and get to check out the 1080 card,,, the game was beautifull with the 770.

I have a 1070 and the game was gorgeous. a 1080...nice, very nice. I'm almost envious.

On a side note, if you're not done reDLing, all you need to do is copy the entire game folder to your new drive. Then fire up Galaxy and go into its settings to find the game. Choose to manually add it. After that, it should detect, install any files it needs to finalize the new location, and you're good to go.

As for saves, you can find them in the default save folder (default is drive letter:\Username*\Documents\The Witcher 3\gamesaves

*the name of your compute/user account.

Just copy those files, then paste them into the new save location.

If that's still too complicated, no worries. A new run is never a bad thing. Enjoy!
