Legally speaking, your only option is to hunt down a used copy from ebay/amazon. Technically speaking, there is no Windows 10-compatible package out of the box anywhere and there is no guarantee that the game will run on Windows 10, regardless of your method of acquisition.

OP isn't looking for "Online Casino Games" - he is looking for "Casino Tycoon" - a management sim with the topic of building and maintaining a casino.

Huge difference.

OP'll probably never see this, but I did a quick search and I wonder if the rights could be with 2K now. Granted the game didn't seem to get great reviews so GOG may reject it anyway.

https://en.wikipedia.org/wiki/2K_Play

"2K Play consumed all assets of Take-Two Interactive's former budget range label, Global Star Software, including the Cat Daddy Games game development studio and the intellectual property of the Carnival Games and Deal or No Deal games"

edit: looks like Cat Daddy and original heads like Harley Howe are still at it in some form (associated with 2K b/c the 2K logo is on the front page at the bottom) - http://www.catdaddygames.com , I or someone else can try contacting them eventually, I get the feeling we'd get a response.

Not only a necro, but my guess is it's a set up for another spam account to answer them with a link to some shady site. I've noticed spammer do that on GOG forums regularly these days.

You may be onto something...
Now there are two new users already (accounts created in Aug. 2019, zero games in their accounts), who deliberately (?) confuse a casino management sim with online casinos.
