I think it's a different mechanism. These giveaways add the game directly to your account without any kind of checkout process, closer to a gift code. The permanently free games still have to go through the checkout and just cost $/£/€0. My guess is that the way GOG has imposed the sanction is by disabling the checkout in Russia and Belarus, which has the side effect of preventing one from "buying" free games.

Makes sense, afterall you only need 'has redeemed' and a script that adds the game into the database with your name on it...
