Hi, I was about to purchase a gift for a friend, but I wished him to receive it on his birthday. How to do it? Can I send the gift to myself and then set an autoforward of the e-mail to my friend for his birthday or the gift won't work?

I'm not sure there is a way to set a date, never tried that. However, hopefully you've also read about the limitations for buying a gift. In short, you have to have had made purchases more than 3 months ago of a certain minimum amount.

I cannot buy a game as a gift, why?

If you do have to wait for the day, then hopefully those restrictions won't interfere.

By the gift using your email. You'll get a gift code (both in your email and in your orders and settings page). On the day you wish to give the gift, give your friend that code.

Or if you want to be more fancy.

Buy the gift for yourself, you'll get a code and a link to the redeem page with the code already entered, like so:

Convert that to a qr code

print the qr code and paste it on a birthday card that you send to your friend.

Just to mention, make sure your friend is able to handle a QR code. I can't scan one because of the tremour. Some folks aren't in a position to scan one either for other reasons.
