No, that doesn't make it free, because the user has to pay a cost for receiving it by way of installing and maintaining a DRM client onto their machine, and using that same DRM client every time they launch the game.
And no, it's not the same as GOG, because GOG Galaxy is optional and because GOG provides DRM-free backup copies of its games.
