Heh, I've got a copy of Neocron 2 lying around. Never played it though.
From what I can gather, Neocron 2 completely replaced Neocron (since it contained all of the first game's content), and the servers for the original were taken down.
At some point, some sort of big update was released, Evolution 2.2.

Neocron Evolution, as far as I can figure out, is a community project to keep Necoron (in its post Evolution 2.2 state) alive. They were given access to source code and everything by the original devs.
So OPs third link is not Neocron in its original version, but probably the only playable version right now.
