EDIT: Agh another necro that got me. Oh well, may as well leave my reply for anyone interested.

They're not super new but I'd check out the Pillars of Eternity games. They're inspired by old school RPGs like the classic Baldur's Gate and other Infinity Engine games, but with more modern graphics and a great fantasy world that feels both nostalgic and refreshingly new. Lots of fun, the second game is particularly amazing. They're not truly open world or sandboxy but they do fit that "1000 skills" thing, as it has a very complex character building and skill system.

I'd also recommend checking out The Outer Worlds. It's by the same developers as Pillars of Eternity, it's also a bit newer and it's first person rather than isometric. It's also not quite as open world as, say, The Elder Scrolls but it's a lot more open world. It has reduced skill complexity but has more exploration and action-based gameplay.

Oh, and while people gave it a lot of grief at launch, Cyberpunk 2077 is definitely worth checking out now, especially if you enjoy open world RPGs with sandbox elements. I think a lot of people expected it to be GTA in the future, or have Elder Scrolls style freedom but really, it's more like a cross between Mass Effect and modern Fallout: it has an open world with plenty of places to explore and side activities to enjoy but the game is mostly meant to be an open world narrative-driven RPG. Its skill systems are fun to screw around with and the world is super interesting to explore. Most of the launch issues have been solved, too, so as long as you don't go into it with the wrong expectations (as many did), you should enjoy it quite a bit.

I recommend Pathfinder: Kingmaker. It is the best spiritual successor to Baldur's Gate that I know of, which means I rate it higher than Pillars of Eternity (and definitely higher than the game that should have been titled DOS3). There is also a sequel, Wrath of the Righteous, but I haven't played that one (only buying native Linux games these days).

A load of classes, races, feats, skills and abilities. The world is huge, although not entirely open world. More parts open up as the story progresses. There is also a kingdom management part, which some people like and others don't. I happen to like it. It's fairly simple, but does take time. Naturally it ties into the story, but I do see why some don't like it.

Anyway, look it up if you are intrigued. It's a great game.

Not sure how to respond to this because there's been tons of these games released lately, the CRPG renaissance is real. Pathfinder WotR is probably the best one from the last year or so, but I haven't played some of them yet like Encased.

I second Encased. I got it on Steam and it really calls back to classic fallout hard, possibly better than Wasteland 2/3 IMO. The late game areas become sparsely populated, though, and the content feels a little thin there like they ran out of ideas... but the game is overall a blast.

Yeah I've read endless speculation they ran out of money for Act 3, which is a somewhat frequent indie game issue. Haven't played it myself yet though. Maybe after the NWN replay I'm doing now.
