I hadn't paid attention to GOG Connect till now, as I don't have many games on Steam. But I'm guessing that it's a one-time thing, i.e. if I connect my Steam account right now, I'll only ever get the games listed currently, and in the future I won't be able to get the new games regardless of whether I have them on Steam.

Am I wrong?

You are wrong.

The offers are time limited so when the current offers run out you can't get them any more unless they are offered again in the future.

But when new games are offered through connect you can get them, too. If you have them on your Steam account before that offer ends, of course.
Yay! I'm happy to be wrong about this - guess I'm too pessimistic!
