kultpcgames: It isn't, because on the one hand there is no check and on the other hand children only have limited legal capacity (at least in Germany) and therefore don't really own these accounts. At least not until they are legally competent. Until then, the parents are the owners of the account.
Are your children younger than 16 years? Then they shouldn't have an account on GOG. The user agreements don't include accounts for persons under 16 years.

"1.6 If you're over 18, then welcome! If you're between 16 and 18, before we extend an equally warm welcome, please ask your parent or guardian to review and approve this Agreement on your behalf (because in some countries people under a certain age cannot legally enter into contracts like this Agreement). If you’re not 16 yet you cannot have a GOG account or use the GOG services because legally we cannot handle personal data of children without a special parental or guardian’s permission (but your parents/guardians are welcome to sign up themselves)."

On Steam it is different. They allow accounts for users older than 13 years.

What if I am not banned and I just want to use a different account for games?

Banned as not being allowed to post in the forum anymore? Then you can still buy and play games with this banned account.

foad01: What you think is irrelevant. Is this quote from the GOG Code of Conduct
What you say is irrelevant (Your own medicine! Does it taste good?)

If it’s against the tos that’s kinda weird

Irrelevant, you answered it yourself below. Keyword: parental or guardian’s permission

Only a GOG employee can answer this.

That ends this discussion for me.

You don't have to worry about that, because on the one hand GOG only checks the owner rudimentarily and on the other hand there are numerous reasons for multiple accounts within one apartment/network connection. E.g. shared apartments or just the family. The legal basis for taking action against this is very thin ice and may even be economically damaging.

The 2.9 clause of the Code of Conduct appears to indicate that multiple accounts are not allowed, but this section is in reference to what is acceptable behaviour on the forums. Because no others clauses (that I could see) state that multiple accounts for your own, private, purposes are not allowed, it makes the matter less simple than it should be. Ultimately, it would be best if you sent a message to GOG to clarify the matter in my opinion, as any other speculation on my behalf is assuming GOGs position.

This is exactly why it makes sense to give your children their own account. So that they only have access to games that are age-appropriate.

If I remember correctly, Steam now has a function to do this in your own library. Despite all the criticism towards Steam, the sharing function on Steam is positive.

What is the point of creating backup accounts? You don't need more accounts to download and backup the offline installers.

How can it be irrelevant if it was the answer? You can't create an account for your children if they are younger than 16 years. If they are older than 16 and you create an account for them, then this can be seen as your permission to use GOG as it is mentioned in the user agreements.
