Chances are you probably got scammed. GoG doesn't normally offer percent off coupons:

I'd say, start with the dude that scammed you. Unless i'm wrong and there actually are GOG vouchers that i haven't heard about.

They may have found it on a website. Some of them make you email them in return for the "code" that they swear works:

https://www.google.com/search?q=gog+vouchers

This is one of the things we teach our own soccer mom clients as they've fallen for these. *cough* Mothers like clipping coupons. :)

Maybe you're right: just tried one of these sites out of curiosity and they gave me a $5.99 code for any site-wide purchase. In their description of GOG it reads: "Classic PC video games, free or cheap, downloaded direct to your desktop from GOG.com. Look at our catalog of 300+ games from many different publishers.". Aside from the "free or cheap" phrase they used, it seems to be way outdated based on the games count. In any case, GOG lacks the facility to use any discount vouchers at the checkout and, currently, doesn't even sell gift cards so i don't know what the OP was promised.
There are some coupons/vouchers you can use like regular gift codes and they are usually offered as some sort of loyalty discount. When GOG added Pathologic Classic HD they added a code to the library of all owners of the original game:

"Thank you for purchasing the original Pathologic. As a gift, please accept this 70% discount code for Pathologic Classic HD: xxxxxx"
