I´ve been playing this game for more than 10 years and until now I dont know how to collect money properly.
How is the best way to do it? If I put to collect by lieutenant area, only 3 gangster go to collect and if I put 10 of men power, all of them go together. If I give the order just to the top lieutenant, they always run out of time. Could someone help me please?

Make sure they have amazing organisational skills, it effects how they do it also open up different officers so they have different points to leave from.

Use week 1 to raid all department stores, one small bank and 3-4 restaurants/hotels/theatres near the department stores.
It will take 3-5 hoods to do so.You can gain 15-30k. The rest of your hoods should be used for extorting and hireing new gang members. In week 2 to 3 send out 4-6 hood raiding 20+ tenement blocks. Try to extort all department stores and increase the amount of money you take from them. One department store gives 1k $ per week. Good income in the beginning. From week 4-5 you should already take good iincome by collecting money from your growing territory. Now reduce raiding tasks and build up some businesses. If you want to raid department stores later in the game you should send at least two hoods - still theres a change the hood dies. Only in week one the buildings are not guarded and one hood is enough.
