My "Collection" hoods can, for sake of arguement, collect from 5 city blocks.
Or, I can group 10 together, and order them to collect from 50 city blocks.
But if I do, they dont split up, they all group together and, it appears, all collect from the same 5 city blocks.

Am I seeing it wrong or is there some sort of bug?
