Okay, so game runs fine, except... the graphics are choppy. As if animations were missing parts and they are kinda choppy. They are not smooth, which is jarring because I can move the camera smoothly, but character animation is not smooth. I changed compatibly mode to XP, which fixed the sound. However, graphics are still the same. Chaning resolution or graphics details does not help. It is same whenever I run it on Direct3D or OpenGL.

Any idea how to fix?

EDIT

To be better explain it, it feels like my framerate for animations is around 10-15 FPS. This is for everything, except for camera.

I'm having this same problem. I've owned the game before and never had the choppy graphics but it is really hard to play now because of it.
Run in XP SP3 compatbility mode. Fixed all my problems.

nice, problem from 2012 and still not solved. I installed my original Gangland and the problem is nonexisted. The graphic skipping in the meaning that it's showing "onion skin", 50% of previous and after frame of the current frame. It is hardly playable while sober but when I try to play it drunk I get seas sick in 30 second. I can't play it on "XP SP3 compatbility mode" because there is no such thing on XP sp3.
i know that this is an old topic but, the problem is still present. it is not restricted to the gog version, it is in the disc version as well. it is caused by that ancient direct3d 1.1 which modern versions of direct x does not run optimally. think the only solution is to create a new dll file(rendererD3D.dll) in order to allow the game to use a more modern renderer.
