Is there anny cheat that open the blockt slots so we can hire maximum peuple we need.

Not as far as I know. The blocked slots happen if you have too many gangmembers die during a campaign mission. To unlock them you can replay the missions where you have earned blocked slots, and make sure not to lose too many units (maximum of 2 deaths I think).
