I'm not sure I'll be able to explain this very well.

In Endless Mode, Serenity or Endurance, I'm able to create nice 'districts' of housing, consisting of a 2-3-4 pattern.

For some reason, in Builder mode I can't do this; it seems like the housing sizes randomize. After completing the Generator I'll plant housing all the way around it and draw roads (between paris of Houses) like I do in the other modes, but in Builder mode I'll end up with 2-2 with the houses right behind each other, with another 2-2 with one of the houses offset from the side road. I've removed all roads from a two-tile radius from the Generator save for one to avoid any detections issues.

Is anyone else noticing this issue?

EDIT: I'm not sure why I didn't notice this before, but the Generator has a larger 'bib' in the Builder scenario. Sorry for the trouble.
