I tried to end the endless mode with your idea in mind.
Killing people its not simple; you have multiple solutions, but the quickiest is to disable every heat, and medical center.
For a population around 600 i magande to kill around 400 before they kill me.
My game is in French, so I don't know the name of the "top bar" that evaluate the "unpleasentness" (this isn't a word i guess). I'm talking about the bar above the "hope" one.
This bar is full way before you can manage to kill everyone.
I guess you can use the your church/army to make managed this.
The experiment isn't complite.

I checked it with heartache. If everyone dies, you will see such a screen (in attach). Translating into English:

I did it on easiest difficult with laws that they raise hope and reduce dissatisfaction (only).

Strange is this i killed everyone - even invalids.
