Just reposting, this needs it's own thread. Big shout out to woody188 They posted the following and it's the only thing that worked for me on being able to launch both Freedom Force games with Windows 11.

Got it working. Download dgVoodoo2 from http://dege.freeweb.hu/dgVoodoo2/dgVoodoo2/

Copy all the files in dgVoodoo2_79_3.zip file from the \MS\x86\ folder to C:\Program Files (x86)\GOG Galaxy\Games\Freedom Force

That's these files:

D3D8.dll
D3D9.dll
D3DImm.dll
DDraw.dll

Copy the dgVoodoo.conf and dgVoodooCpl.exe from the zip archive to the same GOG install folder.

Mine worked after that on Windows 10 Pro 21H2. Enjoy!
