So I'm trying to play Pool of Radiance. But when I try to make my own characters. I can't select a different race, my selection is always stuck at the first option on the menu. Not sure if I'm menu-ing wrong (given I have zero experience with ancient DOS games), or it's a common glitch.

Have you tried the 7 and 1 keys on number pad? The arrow keys are not set for menu options.

Use HOME and END to change options in the menu. Would you mind removing the duplicate threads you created? It looks bad.
