If you use this, then make sure to turn off compatibility mode entirely, the game runs nice and fast during AI moves, and plays the videos too.

In my experience, go to properties, then go to compatibility and check the box "run with a screen resolution of 640 x 480"

Just did a fresh install on Windows 10 21H2 (on a 4K monitor aka 3840x2160)
and the game crashes as soon as it gets to the menu so I wouldn't say it works out of the box.

To fix the issues all it needed was the "ddraw.dll" file from DDrawCompat.
Version "DDrawCompat-v0.6.0.zip" works a treat for me:

Just pop that inside your game directory "GOG Games\WH40K Final Liberation"

Please note:
DO NOT press the windows key or press ALT+TAB while playing as it will crash the game.
