Im cursed with bad luck.
Well, I'm back, after a month of my hard drive being broken. But the computer being fixed, I was able to install FO2 a-okay. Except certain areas get all multicoloured and such. Any suggestions guys? Thanks in advance ;-;

Hey, check this thread out see if its the same problem your having.

Try to apply win98 compatibility mode to the shortcut.
If that doesn't fix it and you're on Vista/Win7 maybe try the 'sfall + editing ddraw.ini' file workaround...

I think it mighta got fixed. I tried running it on administrator like a few people said, then minimized and maximized again. Looks to be okay now. Will confirm after a few hours of play. Thanks for the link :>

edit:
Appears that its both random whether its Admin run or not, and can usually be fixed by min maxing. I think I can live with that.

I think you should install the Fallout 2 Hi-Res Mode : http://www.nma-fallout.com/forum/viewtopic.php?t=42386 , I use it, too, and it runs perfectly on my Win7 PC.
For everyone who may still be having trouble with color problems or display problems with black screens, etc., check out this link. Randomnly found it in a topic on gamefaqs and it helped fix any display issues for me. If it doesn't work the first time then restart your computer and try again, it worked for me when the tool randomnly didn't work sometimes (probably just my computer). Hope this helps.
