In Fallout 3, it was very easy to max all skills, with all those skill books, the Comprehension and Educated perks, and all those skill bobbleheads. But in New Vegas, there are no bobbleheads to increase skills or even SPECIAL. There also aren't as many skill books and the number of skill points you get from leaving up isn't as much. It's almost as if the game designers don't want you to max your character like you could in 3. Is it even possible to do so in New Vegas? Is it even necessary? Why did the producers make it harder to max all your character skills here than in 3?
The DLCs make it possible. It is of course unnecessary.
