What the Title says, I need to increase it so I can do the quest in Vault City to make a cure for Jet Addiction because sadly I got addicted, strangely though I could just stop using Jet than and there but it won't go away.

So I need to increase my doctor skill which I need books for, whats the easiest and free/cheapest way to get the books?
I don't remember any book that increases Doctor skill. There are First Aid books. You gonna need to put some points in Doctor. Mentats also helps, since it increases inteligence.

Darn it and the other quest requires science skill thats high, oh well time to increase levels by doing quests and risking my life fighting.

Also how do I permanatly increase by S.P.E.C.I.A.L.?

Depends what you wanna do. If you want more luck, you can do a zeta scan in NCR. Search for a church in the city, speak with the woman there. Save before doing this, there's a chance of losing luck!

Have you encountered BOS bunker in San Fran? The computer there can make surgeries in you.

And if you want to increase charisma, you can kill a guard of Salvatore family (I think his name is Mason) and steal his glasses. While you're wearing it (they need to be in one of the two slots in the inventory) you receive +1 charisma.

Here is my situation right now:

I have a GECK, my village was kidnaped, so now I have 9-10 years left to do whatever I want, I am level 10, I have a Sniper Rifle and Magnum Revolvers are my best weapons, my tagged skills are at 100 and I got a working Car.

To answer your question no I have not even been to San Fran.

OK need more help.

I am at Navarro trying to procure the Vertibird plans for the Brotherhood of Steel, but my own reason is to try and get some Power Armor since I need it badly, anyway to get the plans I need to say the Mechanic Raul that Quincy insulted him giving me the opportunity to swipe the plans, but Raul keeps saying he is too busy to talk and Quincy does not have the Dialoge option to suggest they are Rivals, whats the problem?

I think you need to speak with Cook first (screenshot below), then the new dialogue option will appear for Raul. But you don't need this to get the plans.

When you enter the base (through the gate), you see a kennel and two buildings to your right, at the second building there are two guys using white coats. Ask about vertibird plans and other important stuff, then speak with Quincy. Say that a tech sent you to get the plans.

Well did the deed and than some, now I can go to the Enclave Oil Rig and end this, but I decided to do other stuff first.

Also I got Enclave Power Armor, are Power Armor in this game just as powerful as they were in Fallout 1?

If you are asking about BOS Power Armor, they are the same in Fo1-2, except that it is lighter in Fo2. The same applies to Hardened Power Armor. The armor you got is Adv Power Armor, and it's much better. Give the gray ones (BOS armors) to your companions.

You need to put the saves folder (Fallout2/data/SAVEGAME <-yes it's in capslock hehe) in a .zip file (I use 7-zip, but winrar does the job) and upload in rapidshare, or other site.

4shared is better because you don't need to register.

Nevermind appearently I have been saying the dialoge options wrong, after I said learn some of his doctor techniques I was suppose to say thank you rather than saying "let me ask you another question".
