I noticed in a lot of the guides and walk-throughs, the suggested builds that they give have more than 40 points. Is there a way to start out with more SPECIAL points?

Take the "gifted" trait. It grants 7 extra stat points and is extremely useful.
Small frame grants another extra stat point but the disadvantage is too annoying to recommend it. Bruiser grants 2 free stat points, but the drawback is horrible (as bad as -4 in the most important stat).

I always pick gifted and small frame for the 8 extra points, then I just don't pick up that much useless stuff. You can also pick stongback perk later to increase your carry weight, plus power armor increases your strength towards the end.
