This patch requires Fallout version 1.2! You *must* install semi-official 1.2
patch first, even if you already have 1.2 version of the game!"

Make a quess ;-) (Just in case: That's what it was designed for! :-P)

Good, I was just trying to install it before I read your new post. Read the directions, appears to have been extracted to the fallout folder fine, files overwritten. Only issue is, I can't tell if it's worked. Main menu still says 1.2 at the bottom.

Yes, unfortunately only way to find out if it works is to check the readme and verify that something works as described ingame. Changing the versioning would require .exe modification (obviously they could have done what Killap did with restoration project and add an object in the stating cave that shows the version but modding FO1 is lot harder than FO2.
