I used to have a novac appartment mod but i uninstalled it as it was my only mod affecting novac so i thought it would fix it.

Please help!

This is an old post, but I know which mod causes this and couldn't find any mention of it anywhere.
The offending mod is "ELECTRO-CITY - CompletedWorkorders.esm"

If you disable that you'll find that Novac is no longer a portal into the void dimension. I'm currently looking into a proper fix that won't require you to disable the mod. Going to browse the nexus for a bit and see if a fix is available. Failing that I'll try to undo the deletions this mod made through the construction set myself.

Edit: I should add that the "ELECTRO-CITY - Highways and Byways.esm" is also guilty of this type of screw up. Doing the Camp McCarran quest "Three-Card Bounty" I found that the inner area of the ruined building Driver Nephi occupies had its ground similarly sunken in. As a result all the Fiends inside the building, including Nephi, had been trapped in said pit. This made it impossible to lure him outside towards the kill zone the 1st recon squad set up, thus forfeiting the bonus earned from having them help kill him. It was an easy fix, though, as disabling the offending mod didn't hurt me at all.
