His name is R. Lee Ermey. He's been in movies such as Full Metal Jacket and Texas Chainsaw Massacre. Interestingly he really was a member of the US Marines and was a Staff Sergeant.

I enjoyed the game when I first played it. I didn't think it was a great game but it was still pretty fun. I really enjoyed multiplayer on it.

They primary reason Fallout Tactics gets a bad reputation is that it's story blatantly contradicts facts from the original Fallout and Fallout 2. Both Fallout 1 and 2 are true cult classics, which means that the fans are generally the hardest of the hardcore and hold the story details as sacrosanct. When a sequel, remake, or spin-off doesn't uphold all of the details from the previous games, there is a backlash from the fans. That is essentially the problem most fans have with Fallout Tactics. It is also one of the many problems that most Fallout fans (myself included) have with Fallout 3.

If you ignore the narrative contradictions and treat Tactics as a stand alone title, it is a good tactical game similar to the Jagged Alliance series with an interesting story. If Tactics is judged by how well it maintains and reinforces the details of the Fallout canon, it comes up far short of satisfactory.
