I tried installing the game at my friend's house to show him FO1, since he's really into F03..when he tries to play the game he gets an error saying he's missing d3d9.dll and says that he needs to run windows 95 or something.
I had him install the DLL then gets the error. Prodecture entry point DdEntry10 could not be located in the dynamic link library DDRAW.dll

Well I'm not really sure if this is helpful. But from what I can gather it should help having the latest DirectX..

try deleting ddraw.dll, also maybe try running in compatibility mode for win95 by right clicking on the shortcut>properties>compatibility
